Ambulatory Pharmacy, a service line of BRGs Healthcare Performance Improvement practice (HPI) assists hospitals (340B covered entities) develop and/or grow in-house retail pharmacy operations.  The 340B Program Optimization Managing Consultant is responsible for helping covered entities maximize the financial benefits of their participation in the 340B Drug Pricing Program while ensuring program integrity and compliance with HRSA and manufacturer rules. This role emphasizes strategic guidance on program optimization, contract pharmacy management, and leveraging data and analytics to identify opportunities for cost savings and program growth. 
 
The Managing Consultant will serve as a trusted advisor to hospitals, health systems, and other covered entities, focusing on areas such as contract pharmacy selection and negotiation, third-party administrator (TPA) management, in-house pharmacy integration, and drug manufacturer compliance requirements.

Responsibilities:   
  • Program Strategy and Growth:
  • Advise clients on opportunities to expand 340B participation, such as establishing in-house pharmacies, implementing specialty pharmacies, or adding eligible child sites.
  • Create customized financial models to help clients evaluate in-house retail pharmacy operations and contract pharmacy performance and expansion opportunities.
  • Support clients in integrating 340B into strategic goals, ensuring alignment with their overall mission and operational objectives.
  • Program Financial Optimization:
  • Provide guidance on contract pharmacy vs. in-house pharmacy strategies, including financial modeling and ROI analysis.
  • Work with clients to develop strategies that align with drug manufacturers' contract pharmacy rules, restrictions, and data submission requirements.
  • Evaluate and recommend contract pharmacy networks to maximize program savings while minimizing operational complexity.
  • Evaluate and recommend tactics and processes to improve prescription 340B qualification, e.g., patient definition expansion, creation of wellness/medication management clinics. 
  • Analyze purchasing, inventory, and utilization data to identify cost-saving opportunities, areas for program expansion, and improvement in 340B qualification rates.
  • Contract Pharmacy and TPA Management:
  • Assist in the selection and onboarding of contract pharmacies, ensuring they align with the client’s financial and operational goals.
  • Negotiate contract pharmacy agreements, ensuring favorable terms and maximum financial benefit for the client.
  • Review and optimize third-party administrator (TPA) services, including evaluating vendor performance and ensuring accurate data processing.
  • Develop processes to monitor and manage contract pharmacy dispensing fees, TPA fees, and other fees to avoid overcharges and maximize program savings.
  • Compliance with Drug Manufacturer Requirements:
  • Monitor and advise clients on drug manufacturer contract pharmacy restrictions and data submission requirements, ensuring compliance.
  • Understand and stay current on the complex and dynamic policies of pharmaceutical manufacturers and government agencies as it relates to in-house and contract pharmacy 340B rules. 
  • Assist clients in navigating and resolving challenges with manufacturer audits or restrictions that impact financial outcomes.
  • Work with clients to ensure proper documentation and data integrity when submitting utilization details to manufacturers or other stakeholders.
  • Training and Education:
  • Provide targeted training to client teams on 340B optimization strategies, including contract pharmacy management and compliance with evolving manufacturer rules.
  • Develop and deliver workshops or presentations to educate leadership on financial opportunities within the program.
  • Documentation and Reporting:
  • Generate detailed reports outlining financial performance, cost-saving opportunities, and strategic recommendations.
  • Maintain clear and accurate records of all client interactions and projects. 
Basic Qualifications:   
  • 5-7 years of prior experience working with 340B Program regulations, including HRSA and manufacturer restrictions.
  • Bachelor’s degree in Pharmacy (BPharm), or related field. 
  • Advanced Degree, such as (PharmD), preferred. 
  • Relevant certifications, such as 340B Apexus Certified Expert (ACE), Certified Pharmacy Technician (CPhT), are highly preferred. 
  • Strong analytical and financial modeling skills, with the ability to interpret complex data sets.
  • Expertise in contract negotiation and vendor relationship management.
  • Excellent communication and presentation skills, with the ability to translate technical concepts into actionable recommendations.
  • Proficiency in pharmacy software systems, TPAs, and Microsoft Excel.
  • Strong verbal and written communication skills
  • Desire to work within a team environment
  • Flexibility to travel 25-50% for this role is required.  
Candidate must be able to submit verification of his/her legal right to work in the United States, without company sponsorship.   
 
Salary Range: $100,000 – $230,000 per year
